Kingsley Shacklebolt is a powerful wizard employed by the Ministry of Magic. He worked there as an Auror, but joined the Order of the Phoenix in 1995 after being convinced of Voldemort's return. He infiltrated the Ministry, but also fed the Order of the Phoenix with information and reduced the Ministry's efforts to locate Sirius Black to a trickle. In the summer of 1995, he and several members of the Order collected Harry Potter from the Dursleys and took him to 12 Grimmaurd Square, the headquarters of the Order of the Phoenix. In 1996, he fought in the Battle of the Department of Mysteries. He fought Bellatrix Lestrange after she had killed Sirius Black, but was defeated by the powerful witch. He was later assigned to guard the Muggle Prime Minister and officially acted as his secretary.
